USOM and Corporate Cyber Incident Response Team
USOM
In accordance with the Council of Ministers Decision titled “Decision on the Execution, Management and Coordination of National Cybersecurity Studies” published in the Official Gazette dated 20/10/2012 and numbered 28447, and Electronic Communications Law No. 5809, under the Council of Ministers Decision No. 2013/4890 published in the Official Gazette dated 20/06/2013 and numbered 28683, within the scope of the “2013-2014 National Cybersecurity Strategy and Action Plan”, the National Cyber Incident Response Center (USOM, TR-CERT) was established on 27/05/2013 under the Information and Communication Technologies Authority for the purpose of identifying threats emerging in cyberspace against our country's cybersecurity, developing measures to reduce or eliminate the effects of potential cyber attacks and incidents, and sharing them with identified actors.
USOM conducts national and international coordination activities regarding responses to cyber incidents in our country on a 7/24 basis. In this context, it ensures the development of measures to reduce or eliminate the effects of potential incidents by notifying relevant parties or issuing alarms, warnings, and announcements nationwide regarding cyber threats detected in the conducted studies. It engages in activities to implement protective measures for information systems exposed to cybersecurity incidents. Additionally, in the event of encountering findings that constitute crimes during cybersecurity studies, it acts in coordination with judicial authorities and law enforcement agencies.
Corporate SOME
Within the framework of the 2013-2014 National Cyber Security Strategy and Action Plan, Cyber Incident Response Teams (Institutional SOME) have been established within public institutions and organizations. USOM and SOME teams are structures of vital importance in neutralizing cyber incidents, preempting or reducing potential damages, and ensuring the management of cyber incidents at the national level through coordination and collaboration. The coordinated work and cooperation between USOM and Institutional SOME contribute to our national cyber security.
